I have a Dell Inspiron that runs Windows 7 fairly competently. Are either of those cards any better supported in Win7 than the card I have now? I know this machine is rapidly approaching boat anchor status, but if I can keep it running for a few more years, it would be worth it.

Your graphics card should support DirectX 9. Most decent cards already do. The graphics card must support Pixel Shader 2. This is the critical piece that you will have to check with your graphics card manufacturer.
